潘基文1944年6月13日出生于韩国南部忠清北道的一个小镇。1970年，潘基文从韩国国立首尔大学外交学专业毕业后，以优异的成绩通过外务部高级公务员考试。1984年，他又取得了美国哈佛大学肯尼迪政治学院的硕士学位。
除了外交部的工作，潘基文曾在多位韩国总理、总统身边担任要职。同僚对潘基文的评价是：勤奋、沉稳、具有出色的口才和非同寻常的记忆力。此外，潘基文外貌温文尔雅，待人亲切，且头脑敏捷，观察细致。潘基文还被公认为是“美国通”，并且精通英语、法语。韩国总统府对他的评价是，经验丰富，作风务实，深谙外交通商部的情况和工作机制，能力出众。
